Abstract. The purpose of this project is to develop an open service platform for identifying a vehicle in any given location using Trimble GPS receivers Lasser SK II and necessary for the Zapp mobile terminals mobile Internet connection based on CDMA technology and TCP / IP. The analysis can be based on: studying the specific for the domain of identification of persons that are moving in a delimited region inside the country; studying of the informatics and communication technologies as a support for a new vision on the localization of persons; studying the GPS technology; studying the actually GIS solutions; standards regarding the information exchange at international level. The main object consists in the elaboration of a software application for the localization of persons that are in difficulty and the receiving of the first-aid in real-time. According to this, the persons that are moving (in buses, auto, train, airplane, etc.) can request the first-aid and they are spotted and identified using modern informatics technologies.
